Given the problems with the measurement of migration referred to earlier, we can attempt to make some adjustments to compensate for underenumeration in 1991 and the inclusion of infants and students in 2001.
The table shows the effect of using the count of migration adjusted for underenumeration produced by Simpson and Middleton for 1991 (so-called MIGPOP data set in WICID) and the count of migrants from 2001 adjusted to remove infants plus economically active and inactive students.
The result is to reduce the change between 1991 and 2001 to a small decline in total migration in which a drop in male migration of 2.3% is offset by a small increase of 1% in female migration.
